The Committee on Transportation and Infrastructure moved to amend the bill on page 6, section 11, line 99, by changing the period to a colon and inserting the following proviso: Provided, however, That the Commissioner of the Division of Highways shall promptly issue a requested permit if the application is properly completed and the requested route, dates, and times meet state and federal laws, regulations, and safety requirements and do not violate any bond covenants.
